»Constituting European Citizenship«
Abstract
Although a European citizenship status was introduced in the Maastricht Treaty in 1992, taking on a citizen-centered perspective on the EU is still a provocation: it challenges the state-centered vision of the Union and potentially disrupts the EU’s legitimatory basis. My presentation will address the constitution of European citizenship in a double sense: on the one hand by critically reconstructing what is already constituted (EU citizenship as existing legal status) and on the other hand by reconstructing ongoing citizenship practices of (re)constituting, contesting and eventually transcending the current status. The analysis applies an enactment approach to citizenship to develop an appropriate theoretical background and analyze current empirical dynamics.
The speaker
Sandra Seubert has been professor of political science with a focus on political theory at Goethe University since 2009. Her research concentrates on the field of modern democratic theory, in particular on theories of transnational citizenship as well as the political theory of privacy. Between 2013 and 2017 she was a PI and member of the executive board of the EU-sponsored, collaborative project Barriers towards EU citizenship (bEUcitizen). She is also a speaker of the research group Transformations of Privacy, which is sponsored by the VW Foundation within the funding initiative »Key Issues for Academia and Society«. In 2019/20 she is visiting professor at the university Sciences Po in Paris.
